The 4th Baku Security Forum

Held under the theme “New Challenges in the Global Security Architecture and the Formation of Effective Cooperation Mechanisms Against Terrorism”, the Forum brought together heads and senior representatives of special services from more than 100 countries, alongside representatives of international organizations.

The Forum opened with an address from the President of the Republic of Azerbaijan, Ilham Aliyev, delivered on his behalf. Addressing the Forum, Colonel-General Ali Naghiyev, Head of the State Security Service, noted that the initiative established by President Ilham Aliyev had continued to expand its international reach over the years. He emphasised the importance of such gatherings in facilitating professional discussions on current security challenges and strengthening dialogue among special services and security agencies.

His remarks addressed the ongoing transformation of the international security system, the need for more responsive mechanisms to counter emerging threats, and the importance of reliable partnerships. He also drew attention to the impact of ongoing conflicts on regional developments, energy markets, and food security.

As part of the Forum, the State Security Service and the United Nations Office of Counter-Terrorism (UNOCT) jointly organized a side event titled “Strengthening National Counter-Terrorism Capabilities through Operational Partnerships”. Discussions covered national and international coordination mechanisms for addressing terrorism-related threats arising from modern technologies, as well as the further development of tools such as the Counter-Terrorism Information Exchange System (CTIES), a platform of the Baku Security Forum.
